DEFINING PATTERNS (TV SCANLINES)
Don't be fooled by the amount of pictures you see on here... this is to guide you as simply as possible. The tutorial itself (once you get the hang of it) takes like.. 2 minutes to do. It's relatively easy and you can use this tutorial in other ways too (like making your own patterns).

1.) Open up a new file with these dimensions.

2.) Of course, those dimensions are horrendously small, but because it's a pattern, it kind of has to be. Patterns are meant to repeat and if the patterns are huge and you can't tell if they're repeating, then why the hell is it called a pattern? ...SO... anywho... here's what it should look like.

3.) Now. To work with this in a much better view, select the zoom tool.

...Click and drag the tool from the upper left hand corner to the bottom right hand corner of the file... like so...

4.) Select the Marquee tool and select the top half of the file.

it should look like this...

5.) Select the paint bucket tool... make sure the color you're gonna use is BLACK

6.) Fill the selected part of the file with the black color by just clicking within the marquee box. Then hit ctrl + D to deselect that section of the file.

7.) Go to Edit >> Define Pattern...

Name the pattern "TV Scanlines"

8.) Lets test it out, shall we??
I chose a picture of Bob Bryar from My Chemical Romance...
Go to edit >> fill...

9.) As for the settings...
USE: Pattern
Custom Pattern: TV Scanlines (it'll be a little thumbnail picture of it... you can't miss it)

10.) Mode: Normal
Opacity: That's you're call... sometimes I use 20% or 30% opacity b/c sometimes I feel like using anything more than 50% is too overwhelming. BUT for the sake of being able to see the effect, I'll use 50%. (But again, you don't have to)

11.) You're final result should look like this...
